Permit to Take Water

We understand that water is a key concern for community members and we are taking all necessary steps and precautions to ensure that local water resources are not impacted.

Background

The Amabel Formation dolostone at the site is a high quality aggregate resource, which is between 27 metres and 40 metres thick. Quarrying the dolostone will result in open excavation that will extend below the water table. To develop the site, St Marys will be required to obtain a below-water quarry licence under the Aggregate Resources Act and to seek amendments to the former Township of Flamborough Official Plan and Zoning By-Law.

A hydrogeological report prepared in 2005 recommended that the development of the quarry include mitigation measures to maintain the groundwater levels surrounding the quarry, and thereby maintain residential water well supplies and the existing groundwater discharge into surface water features. The report recommended re-infiltration (re-circulation) of the water extracted for quarry dewatering.

The feasibility of using a groundwater recharge system was demonstrated through computer modeling. The modeling determined that there would be no impact to the residential wells in the area and that groundwater discharge to surface water features would be maintained. A pumping test will allow for further evaluation of the hydrogeological setting at the site and provide data to verify modeling predictions.

The pumping test program was developed in response to comments received from various review agencies, as well as INTERA, a consulting firm retained by the local public interest group FORCE, requesting St Marys prove the feasibility/effectiveness of a groundwater recirculation system.

Present

To undertake a pumping test in Ontario the Ministry of the Environment (MOE) must issue a Permit to Take Water (PTTW) if the pumping rate will exceed 50,000 litres per day. A pump test is a routine part of any groundwater investigation and the MOE reviews and issues these temporary permits regularly.

On July 8, 2008 the Ministry of the Environment issued a Permit to Take Water to St Marys. The Permit can be viewed on the Environment Bill of Rights Registry at: http://www.ene.gov.on.ca/envision/env_reg/er/documents/PTTW/2008/IA06E1293.pdf.
